[DGD]Kernel lib file permissions

I have a question, and I know that the correct answer is
UTSL, and I will do that eventually, but in the meantime
I'm hoping someone can give me a general and succinct
answer: Under the kernel lib, how are file-reading and
file-writing permissions determined? What objects are
allowed to read and write files in what directories?
I know the implementation is done by overriding the
kfuns in the auto object - the question is what the
rules are.
