[DGD] Update to networking code

Right.. managed again to send this from the wrong account initially.. Maybe I
should add a rewrite rule to my mailer... anyway..

I committed some fixes to svn://wotf.org/dgd-devel-net

- New config file statement: 'ports = num;' to set the number of ports that
  can be used.
- Deal with running out of users properly for incoming connections.
