[DGD] Takeover of Kernel Library

A few things that I have on the queue

* Bring back callouts as a trackable enforceable resource
* Allow resource tracking/enforcement for "built in resources" such as
ticks, stack, file quota, and whatnot to be toggled.
* backend integration with network extensions

And also incorporation of a new update to the driver's status kfun api.
