[DGD] Hotbooting

I have hotbooting working for Hydra on my development platform.  Expect
a release sometime this week.

With a "hot" reboot, connections and editor sessions will persist
across a reboot: instead of exiting, the server will execute a
designated binary.  Hotbooting allows the server to be upgraded as
smoothly as an LPC object.  Clients don't have to be told about hot
reboots, and don't have to reconnect.  When many clients are connected,
the network traffic rush created by reestablishing many connections at
the same time can be avoided.
