Yeah, Putty is what I always used. Make sure you're not, like, relying on line mode or anything similarly nonstandard. Linux telnet is more accomodating than the standard specifically states. Which is hilarious, given that the standard is kind of a back-port from the implementation.
Every part of calling "telnet" a standard is hilarious, really.

You already ruled out PuTTY. But I never had any problems connecting
with PuTTY to my DGD MUD. Hmm.
