[DGD] Windows telnet clients

Phantasmal's handling was, in turn, mostly borrowed shamelessly from DGD itself.  One possibility would be to look at some other MUD implementation and borrow shamelessly.  CircleMUD, say.  They have a very large Windows userbase, so presumably they do good Windows friendly-ish telnet handling.

I'm using a binary port that shamelessly borrowed some of phantasmal's
