[DGD] LPC library release

Technically, it could still be called a mudlib release.  An old mudlib,
that I have occasionally mentioned on the mailing list.  It will not be
a mudlib for much longer, and eventually the telnet port will close
forever.

It has languished in the shadows for almost 15 years, and I am still busy
bringing it up to date.  Its future, I hope, is brighter.
