[DGD] Kotaka 0.7

[Shentino]

A creative flurry of reorganizing, culling, and polishing, mostly on a
kick to get the help system more usable as the first place a new
player or admin will probably look.

now at version 0.7.1

Mostly just shuffling and polishing, but I also moved the help system
into a separate module under /home, and I also added a hard reboot
command to completely purge all help related objects just in case
something goes wrong.

Also getting a better groove in releasing.
