Biggest milestone so far is revival of the ID system.

In combination with the catalog system it serves as a lightweight second
layer of naming that is amenable to nested heirarchies of geography and
such where you have objects that need to be manipulated directly as well as
its contents.

Presently the catalog system does not allow the same name to be used as
both a folder and an object to prevent confusion, but this is allowed with
ids.

I also added an assertion that checks objregd's integrity once a second.
 It's potentially high overhead and should be disabled on production
systems.  If anyone sees it aborting the mud please file a bug report.
