New updates in this version:

* Filequota auditing and correction

If you play around with git, or any other SCM system really, it's quite
possible to create discrepancies in the filequota resource.

Also, I noticed that initialization made assumptions that I have disproven
with kotaka.

So to kill two birds with one stone, initialization now audits filequota on
startup.

System is free to re-audit filequota at any time if it wishes.

* Changelog update

Thanks to NMBC for cleaning up my lazy mess of not updating the changelog.

Following in the footsteps of dworkin I have also dropped the changelog
from updates as of version 1.5.  Further changes should be tracked in the
git commit log.

And for the record, I am maintaining the klib as far as who is committed to
patching it if needed.  Apologies for the confusion I caused awhile ago...I
just got nervous as to what to do if I got stumped on something that I
couldn't fix myself...and reacted poorly to being frustrated at a problem I
couldn't see.

Also, the networking branch has been taken along for the ride and is now at
version 1.5 as well.
