[DGD] DGD 1.5.1, Hydra 1.2.31

I have released new versions of DGD and Hydra.

Some new VM instructions were added in DGD 1.5.1.  The improved VM
code will be the new baseline for Hydra, and for future extensions
such as a JIT compiler.
