I have, in the past... with the explicit intent of shocking and
disgusting the players to the point that they truly WANT to wipe the
owners of such a facility off the face of the earth. I'd draw a
difference between this (which is an ongoing process that should be
stopped), and something IMMEDIATE (a one-shot occurrence) that often
can't be effectively resolved. While the assassination of a political
figure in game might serve such a purpose, it would also provide very
little by way of retaliation; and if that political figure were a PC, it
would be very very rude.
