Some assign fixed IP addressed. If yu get a dymically assigned IP
address, then its fairly easy to work about it with DYNDNS. See
www.dyndns.com, www.ml.org, and www.nws.net for details (there's also
a European branch).

Typically you seem to get a fixed IP address and a domain name within
the cable companies domain along with specific instructions not to
register a domain pointing within their domain.
