There's a degree between special and extraordinary people. RPG characters
should be extraordinary but don't need to be special. At least not all of
them do.
Limiting the amount of power any single character can hope to control and
make that sufficiently small in relation to the world will help also. You
can have many heroes that way who are famed for some great deeds,  in the
same way there can be many war heroes.  And  there is no need to restrict
yourself to combat. Somebody can own a famous inn, or run a newspaper, or
whatever you like too and be extraordinary because of that.
