No but here is the official 'Rules' of EoTL (mud.stanford.edu 2010)
which I think is suitable for any dictatorial anarchy.

The Rules (not necessarily in this order) :

1) Don't fuck up.
2) Don't get caught.
3) Don't piss off anyone higher than yourself.

Violation of these rules may result in any form of arbitrary punishment.
