Speaking roughly from memory:

There was a brief discussion (mostly light hearted) about setting up a
sort of 'player registry' whereby players submit their details, and
records are maintained by communication between mud admin and system
maintainers. This enables admin to see a profile of players to use as they
wish (since the information is given consentually by the player), but its
primary use seems to be in aiding the use of 'registered character
creation', since a player with a 'clean record' may be seen as a 'safe
bet'.

It also has implications towards tracking the number of mud players (and
the games they play, albeit in a hugely flawed fashion), and various other
things. Oh, and it can probably be abused wonderfully by players. :P Heh.
