You are correct, mobs are there to keep players entertained, but
it is certainly amazing how many players stop being entertained
when the mob-guildmasters are killed. (or local baker/healer/etc)

However, my point was directed more towards being able to force
a PC to stand trial.  If there is another PC or mob that is more
powerful, then they can force him to stand trial.  I'll acknowledge
that this sort of force usually results in death rather than a proper
trial & punishment.

I'd prefer that trials & punishment occurred in-game rather than
through admin fiat whenever possible. So, the concept of the
'hero' being far more powerful than any law just doesn't sit
well with me.  Different styles of play I guess.
