Assuming I was not aware that the admins had planted it there, I would pick
up the item without a second thought.  I would have figured that some careless
individual misplaced it there and consider myself fortunate to find it before
anyone else.  If I later find another one there (if it's unique or extremely
rare), I would report it as a bug.  If I continue to find these on a
consistent
basis, I would report it as a bug.  However, for the first instance, it's not
exploitation and it's definitely not a bug, and I would consider the admins as
oppressive (or moreso) as the Nazi Regime in Germany during WWII if I suffered
any of the "undocumented" features similar to the freeze and probably leave,
unless of course it has been stated that the item was 'buggy' and should not
exist in the game world (in which case I wouldn't have picked it up to begin
with, and would have reported a possible bug).  Otherwise, I see no difference
from the example listed and that of changing the stats of a simple short sword
just to see if any of the players notice and report it.  As a player, I would
view it as the admins tweaking around with balancing the game and probably not
mention it (unless I could kill some ultra-buff mobile in one blow).
