Interlude, which you can find under the URL above, may be a good
option.  It doesn't work in its current status, but its not from
being operational, and offers a rather interesting Lisp-like
internal language.

Really, when you get right down to it, any of the current projects
which feature internal scripting languages of any note (eg LP, Cold, 
MOO, Interlude, COOL, Moebius, Momoko, Muq, etc) would probably
suit.  Most of the choice comes down to preferences and how exactly
they lend themselves to what you want to do.
