Unfortunately, this only works if the annoyances happen to be in a
not-so-populated area. With Earthlink (recently merged with MindSpring)
there are about 40 dialups alone (pre-mindspring) in the Chicagoland
area. The local phone company offers call packs so that you can call
anywhere up to 15 miles away at only 8-10 cents per call; no minute
charges. On just the two dialups I use, the first number of the IP address
isn't even the same, one is 38 and the other is 167. Now if they were
*smart* annoyers (although probably not), they could potentially have
access to many different IP addresses. Then again, this doesn't even
count the use of wingates, which are available to anyone and virtually
undetectable.
