on the pr aspect of balance:

first, get yourself a good system of quality control so this situation doesn't
happen again :) on the two towers, we've got an admin rank that does nothing but
qc, and one of those people does nothing but game balance. it's a pain. i know
-- i held that position for over year. now i'm the power of quality control as
well as of administration; and i handle a lot of these mortal gripes.

second, to rebalance, i've found a three-step process that works: 1-develop a
plan to fix it, and a firm timeline. get dedicated code support for this plan.
2- yank the affected part of the game, and let your mortals know why it's being
pulled, how you plan to fix it, and when you will have it fixed by. 3-stick to
your plan in 1 and the promises you make in 2.

if you adhere to that process faithfully, you will soon see a decrease in mortal
whining decline, as the playerbase builds up trust in you. but it sure isn't fun
the first couple of times you do it.

third, you will always be criticized if you change the game. the difference is,
as others on this thread have pointed out, how much the criticism matters to
you.
