I disagree with that.
Essentially, cooperation occurs when two or more individuals find
they need one another to further a competitive goal. All others
(social groups, mostly) aren't made by the designer.
Friendship-initiated cooperation occurs when they have already made
that connection. The key here isn't JUST cooperation or competition.
It's making the players divy themselves up into camps and competing
as cooperative camps. The struggle is intoxicating, but the
resultant camaraderie itself is just plain addictive.
Instead of making a Great Evil, where it's all the players vs. the
world/evil empire, you need to let the players BE the Great Evil.
Freely.
So it's really still player vs. player, but more accurately:
player(s) vs. player(s) activities.
