Definitely less profitable than the fire dancers at the hawaiian
luau (dinner show, more or less), pleasure island ("theme
restaurants" taken to extremes), Animal Kingdom (real animal NPCs
;-)), and so on...

As I noted previously, I don't think any current MMO game (or game
provider) is set up for more highly staffed games.  I played AO for
about 18 months without ever seeing an ARK.  I don't think that the
value of live NPCs vs. AI NPCs can be extrapolated from AO ARKs, EQ
GM events, or any of the "only if you happen to be logged in at just
the right time on just the right day" live events that most current
games have.
