They're only toaded for a short while because we enjoy IP banning
them while we contact their ISP. We haven't had enough griefers to
start considering whether banning them versus leaving them toaded,
but we do know that in leiu of violence, getting ISP accounts
cancelled is pretty good.

Not on the scale of time I've been talking about. A few times
someone (on dialup or in a lab) has reappeared with a new IP
address, so we've banned a range.
