My argument is the players only care about the results, not the
mechanics, with the possible exception of someone who isn't playing

I'd argue you're suggesting a different kind of game then anyone is
doing right now. In that context, the AI-style building of enemy
warbands might make more sense, especially since players would
expect to see some kind of intelligence going into things instead of
random behavior.
