Unless you do what TORG does, and using the power kills the character. Period.

Then it *will* get saved for truly heroic and noble situations.

I also think you shouldn't allow it at all in PvP.  Its really not
appropriate there.

Finally, to avoid players building mules just to kill them,. it
shouldn't be available until medium to high levels-- or maybe even max
level.
