Please ignore that last msg as I finally figured out what I was doing wrong.
When you cd into /usr/System you have to be sure to use System, not system.
The capitilisation is all important.

Oddly enough the set_access and add_user calls don't seem to work, they 
don't give a compilation error either so I'm guessing I'm just using them 
wrong. That's why I thought the call I mentioned previously was working, 
but as it turns out I just finally got the capitilisation right (Too much 
DOS, not enough unix I guess).
