There is no 'average number of sectors', as there is no linear or
other relation to the number of people logged in.
Sectors are used to store the program-code and object-data, a minimum
of 1 sector for each compiled piece of code and a minimum of 1 sector
for each initialized object (typically clones, rooms and some daemon
objects).
With that in mind, the 'about 1000' sectors sounds right, if all or
nearly all those rooms have been loaded.
