[DGD] melville with dgd for win binary

My copy of the DGD 0.9.1 tar/gzip file also does not include the
Melvmud config file. This is a Bad Thing. I have accordingly made
up a new tar/gzip file. If anyone is maintaining an FTP site where
Melville is available, please send me an email and I'll send you
the updated version. If you know someone who is doing so, have
them contact me and I'll get them an update. If you are maintaining
an FTP site that does not offer Melville, but you would like it to,
then.... send me an email  :)
