I recommend you take a look at the searchable archives of the Mud-Dev
list, at https://www.kanga.nu/archives/MUD-Dev-L/ and search form at
https://www.kanga.nu/archives/MUD-Dev-L/ -- this type of capability has
been discussed a lot in the past (though not recently.)

Keywords I might try at first might be:

spacial data structures
nested coordinate spaces
hilbert curves
morton curves
