Unless you include your modified kernel along with your release.
There is no technical barrier to doing that. Dworkin, is it legal
to rerelease a modified kernel in that way?

Doesn't solve the patching problem, though. I would encourage
people, if they use the kernel lib at all, to use it unmodified,
for that reason, and for updating.
