My apologies, you are entirely correct.  I was too sloppy in my first
attempt to reproduce this error, and made a wrong inference.  The bug
exists and I will include a fix in the next patch.

You can use nil with a global typechecking level below 1, by the way,
but it will just evaluate to 0.
