[DGD] Change in mailing list management

Due to the large amount of spam email sent to the list, and the large
amount of bounce emails clogging up the pipes, I have turned off
automatic responses to "bad" email.

Bad email, which is not held for approval but immediately discarded,
includes:
 - spam
 - email from a sender who is not a member of the mailing list
 - email that isn't in plain text format or has an attachment
