Leave the decision to the players. Tell them to file a complaint
about harassment within two hours after the event, and implement it
so that their own snoop log of the last 3 hours attaches to that
complaint. Do not give staffers access to snoop logs in any other
way. (I'm assuming that a "snoop log" is raw data, and not a file
that someone may have access to anyway.)
You could improve on this by letting the player specify the time and
place, and filter out anything unrelated from the snoop log
automatically.
