klib definitely works :)
I use my own mudlib, and so do some others.

The issue you seem to be running in is related to a change in how DGD handles
include files that happened somewhere around 1.2.124 if memory serves me
right. You may want to look at the messages from Felix about new versions,
they also contain instructions for changes needed for this.
The easiest 'solution' will be to use DGD 1.2.110 or a 'bundle' that includes
both phantasmal and dgd (such as available on lpmuds.net).
The better but far less easy solution is to update Phantasmal to work with
more recent versions of DGD, I'd aim at a 1.2.14x version. This requires
knowledge of LPC, and might be a bit much for someone not knowing DGD.
Ultimately, the maintainer of Phantasmal should update it :)
Oh, and I wouldn't know if Windows might be a part of the problem also, I
don't use it.
