[DGD] map maker in lpc

I scratch-built a 'wiztool' room maker in dgd (for GurbaLib, but it 
probably can be ported easily) that I released under GPL.

I sent it to somebody who was planning on updating GurbaLib, but I don't 
know where that went.  If anyone is keeping an open repository of dgd 
mudlib code, I'll be happy to add it.
