For NPC customers, my plan is simple:

1.  Keep a list of reachable shops
2.  Buy from the cheapest

To calculate cheapest I factor in the price of the goods, as well as
the expense involved in getting there.  If it's too far away I simply
don't shop there.

NPC *vendors* are a completely different ball game.
