[DGD] Hydra 1.3.8, containers and subscriptions

I have released Hydra 1.3.8.  Binaries are available in the usual place:

    http://ftp.dworkin.nl/hydra/

Hydra has seen quite a few improvements this year, mostly driven by
the upcoming AC emulator release, for which it is my primary
development platform.  The emulator will work with the free binary
releases of Hydra.  Naturally, it also works with DGD.

In the future I will probably switch to container-based releases for
Hydra.  The free binaries will then be replaced by a free subscription.
The way I imagine it, you will be able to choose to run DGD, the free
restricted Hydra binaries, or paid-for unrestricted Hydra binaries.

I will release the necessary tooling as open source, so people can make
their own container-based distributions.
