Mostly a maintenance release, but there are some shiny features in this
release:

* Improved banning system

- Bans now store the issuer, can have a private note in addition to a
public message, and are now saved privately.

- Sitebans can now be by CIDR mask and not simply having a wildcard octet.

* Automatic bans

- The login ustate has now been primed to automatically ban IPs that fail
password authentication too often, to safeguard against brute force
attempts.  It will also immediately ban any IPs that send suspicious forms
of garbage to the telnet login port.

A conversation on I3 explained that some of the junk I was getting were
attempts to rootkit my system.

* I3 who

The I3 who command has been implemented

* I3 router management

The Intermud daemon now supports retention of multiple routers, and
commands have been added to manage this.

* Pinkfish handling

Pinkfish color codes are interpreted from I3.

* CalloutD removed

The deprecated CalloutD has finally been removed.  It will self destruct on
upgrade.
