[DGD] Kotaka version 0.58

The biggest feature in this release is a refactored help system.  Now it
will be Kotaka instead of Help.

Since the data will have a different format internally in addition to being
stored under a different daemon, you will need to have a reboot hook for
Kotaka ready to reload the help daemon.

Other than that just minor updates here and there.

Incidentally, my automatic siteban code has proven its worth.

I've already blacklisted 10 separate IPs sending junk to my mud since I
implemented it.
