Probably because it is easy to reward powergaming directly.  As soon as
somebody thinks of a way  to describe what constitutes good roleplaying
in a game it will be possible to reward that as well.  Currently you'll
need some game master to reward roleplaying. With playergroups as frag-
mented as on a typical mud the suspicion of favouritism is aroused soon
and this might well shatter the trust needed for true rp.

The upshot of which probably is  the (illegal)  heralds of valdemar mud
where the heralds where actually were required to go rampant in a kill-
ing spree.  Anybody  familiar with Mercedes Lackey's novels  would know
how totally absurd the very idea of this mud is.
