Consider the Internet as a classic example.

Shared resource (the commons) which is beginning to come under extreme
pressure, to the point where congestion makes it impossible to use at
times. (the tragedy)

Uncoupled self-interest without negative feedback, in shared resource
systems tends to create this sort of behaviour.=20
