I take the opposite view:

  Quzah's actions were entirely logically consistent within the
framework defined by the game.  Therefore his actions were
acceptable.  Whether or not those mechanics are suitable or should
be changed is another matter, and outside any consideration of Quzah
directly, but would relate to the logical consistency and mechanical
functioning of the game world.

  As for the social/fairness implications of Quzah's actions, that's
something for the players to handle and has no need of involving the
admins at all.
