Yes...  Although he had a lot of public support, he was not actually a very
good king.  He spent a lot more money than the country actually had, was
never actually in the country...  He ended creating the whole problem that
led to the Magna Carta, because John had to tax people more to make up for
the money that Richard had lost.

Public perception is quite different to 'good' usualy.
