The trick is, as has been pointed out in previous threads, we've got the 
advantage of a provably existing, near-omnipotent god-type figure in the game 
- the admin.  What's the term for god-granted kingships?

Seriously, I'd be aiming for a game where the players make most of the 
decisions, but I think trying to kid yourself that (group * "the best 
interests of the individual") somehow equates out to "the best interests of 
the group" would be flying in the face of too much prior evidence - at the end 
of the day, having an admin who can guide development adds a lot.  The 
question is not so much "should the admin control the direction of the mud", 
but "how much should the admin control the direction of the mud" - the answer 
to that is probably too personal to be made generically.
