They are located in England, I believe. They're just mixed in with any
of the other shards in any shard lists on the UO website (like, if you
look at the events calendar, you'll find events for Europa and
Drachenfels listed).

The complete list of (official) UO shards at this point seems to be as
follows. I just grabbed this by looking at the pull-down menus on the
UO site. I could have some of the Pacific Rim shards in the wrong
countries.

  East Coast:
    Atlantic
    Catskills
    Chesapeake

  West Coast:
    Baja
    Napa Valley
    Pacific
    Sonoma

  Texas (though I hear they are moving Lake Superior to the East Coast):
    Great Lakes
    Siege Perilous (aka the hard shard, alternate rules for a full PvP
                    environment, tougher economy, and so on)
    Lake Superior
    Test Center

  Australia:
    Oceania

  Europe (London, I think):
    Drachenfels
    Europa

  AOL  (I'd guess Virginia?:
    Legends

  Japan:
    Hokuto
    Asuka
    Izumo
    Wakoku
    Yamato

  Taiwan:
    Formosa

  Korea:
    Arirang
    Balhae

We originally were going to launch with just Atlantic and Pacific, and
added Great Lakes shortly before launch.
