I don't think the GPL can cover a protocol.  It only covers code -
if you look at the language, it's all about The Program, linking,
and so on.  There's a different license to cover documentation
(GFDL), but I think that as well only covers the words, not the
ideas.

So you could GPL an implementation of the protocol, or the
documentation of the protocol, but that wouldn't really help as
inspecting the code or reading the document whould reveal the
substance of the protocol.
