I've wanted to do a MUD using the FUDGE rules for some time now, but
never got a round tuit.

It's more of an RPG construction set than an actual RPG in its own
right, though.  Lots of "fuzzy" rules that work fine when there is a
human GM, and might not work quite so fine with a computer acting the
part of GM.

Still, it's free.  Read the "Legal Disclaimer" on Steffan's site to
see if it will work for you.
