[MUD-Dev] WebServer fixed (kinda)

Writing as list owner:

  I've rolled back PHP and other large chunks of the system to prior
  working levels.  Everything *appears* to be happy now except for
  some minor rewrite issues with the SSL setup.  

  If you find anything broken (other than Tasks) please drop me a
  note immediately.
