[MUD-Dev] Enforcing roleplay on small muds

I'm in the design phase of a (projected to be) small mud, ambiented
in a world similar to the PNP game "Paranoia" for R. Talsorian
games, and i've decided that roleplaying will be enforced on this
mud(Paranoia without roleplay just isn't fun).

I've never played for long on any mud where it was enforced, and i'd
like if more experienced designers and admins could pinpoint any
flaw on my ideas, or if there's a better way of doing it(probably):

  - The game world gives enough power to punish non-roleplaying in
  an effective way and in character at the same time(i.e. "Why do
  you talk about 'muds', citizen? Have you met with any shady type? 
  Probably a comunist terrorist mutant? Please wait there for the
  robosoldiers and follow them to the counseling center.  At your
  service, citizen"), and i'd like that any enforcing or warning
  would work this way.

  - There will be explicitly marked out of character channels, and
  people will be able to close them at will. Also, they will have a
  diferent handle in game than in OOC channels(it's paranoia,
  remember?).

  - All player conversations will be logged, and scanned for banned
  words, both IC but politically incorrect, or OOC. The game will
  independently assign penalties for the use of such words(i.e. it
  will increase the traitor rating of the player), and the
  infractions will be logged in different levels of
  importance(i.e. a stray word, vs a conversation out of character).

  - The logs will include a hash of the phrase, and players will
  have in game mechanisms of recording/remembering these.

  - Players will be encouraged and rewarded by tipping admins about
  it. Thanks to the hash the admin can assert if the accusation is
  true(in case of politically incorrect speech, punishment will
  depend if the Computer actually has microphones in place, but OOC
  will always be punished). It may be possible that high ranking
  players will review the logs and apply punishments, but not on OOC
  words.

  - Admins will have to monitor logs periodically, turns will be
  established for that. Usual infractors will also be snooped from
  time to time.

What problems do you see on it? Too hardcore for players? How many
admins will i need? Admin abuse? Previous experiencies? Give me your
feedback, please
